This PR adds the Chrome DevTools MCP plugin, which provides tools for browser automation, debugging, and performance analysis via the chrome-devtools-mcp server.

Are you a member of the Chrome DevTools team/representing them (sorry, your public GitHub profile does not provide that insight). If so, please review our policy regarding plugins from external sources.

@aaronpowell Unlike my previous PR, this is not an external plugin because it commits the plugin.json directly here. Would it be possible to merge this time?

oh sorry, my mistake (I thought this was still that last PR 😅).

We're currently exploring how to better manage partners and with the Chrome team to have the marketplace support them, so I'll keep this on the backlog for the time being.
