Fixes WORKER-Y75. The issue was that: Network connectivity issues prevented reaching GitHub API, causing TorngitServerUnreachableError after all retries failed.

• Added import for TorngitServerUnreachableError.
• Implemented error handling for TorngitServerUnreachableError when attempting to retrieve commit YAML.
• Logs a warning and sets commit_yaml to None if the provider is unreachable.

Improves resiliency when fetching commit-level YAML by explicitly catching TorngitServerUnreachableError in fetch_commit_yaml_and_possibly_store.
