Update to the latest stable Uno SDK and the latest .NET version supported by each UNO NuGet

  • Update to Uno SDK 6.5 and add .NET 10:
    • CSharpMarkup.WinUI
    • CSharpMarkup.WinUI.ScottPlot
  • Update to Uno SDK 6.5 and update to .NET 9:
    • CSharpMarkup.WinUI.Uno.Extensions.Navigation
    • CSharpMarkup.WinUI.Uno.Extensions.Navigation.Toolkit
    • CSharpMarkup.WinUI.Uno.Extensions.Reactive
